  8.         As an applicant for the position of Radio Amateur Civil Emergency

  12.         Services,  I  am  required  to  furnish information  for  use  in

  14.         determining my qualifications.   In this connection,  I authorize 
  15.         
  16.         release  of any and all information that you may have  concerning 
  17.         
  18.         me, including information of a confidential or privileged nature.

  21.         I hereby release you, your organization, or others from liability 
  22.         or  damage  that  may  result  from  furnishing  the  information 
  23.         requested.   This  release  will expire 60 days  after  the  date 
  24.         signed.

  37.                                   RECORD CHECK
  38.         
  39.         All  applicants  for  the Radio Amateur Civil  Emergency  Service 
  40.         (RACES)  shall  be  free of felony  convictions  and  subject  to 
  41.         background check verification. RACES personnel are different from 
  42.         the average Disaster Service Worker in that they:
  43.         
  44.         1. have access to valuble government property;
  45.         
  46.         2. may  serve  in areas where access is restricted to  personnel 
  47.         requiring law enforcement background clearances;
  48.         
  49.         3. frequently   have  access  to  restricted  or   confidential 
  50.         information and records;
  51.         
  52.         4. will handle messages of confidential content;
  53.         
  54.         5. are highly visible to the public,  where their deportment and 
  55.         actions  must reflect favorably upon their office of authority at 
  56.         all times.
